Certain business activities in the UAE, particularly those involving public access, food preparation, storage of flammable materials, or industrial processes, require sign-off from the local Civil Defence authority before a trade license can be issued or a fit-out completed. This approval process exists to confirm that a premises meets fire safety and emergency evacuation standards before it opens to staff or the public.

The process generally starts at the design stage, where fire and life safety drawings for the fit-out, covering elements like fire alarm systems, sprinklers, emergency exits, and extinguisher placement, are submitted to Civil Defence for review and approval before construction or renovation begins. Skipping this step and building first is a common and costly mistake, since non-compliant work often needs to be redone to satisfy inspection requirements.

Once the fit-out is complete, a physical inspection is scheduled where a Civil Defence officer checks that the installed systems match the approved drawings and function correctly. Common issues that delay approval include blocked emergency exits, missing or expired fire extinguisher certifications, and electrical work that doesn't match the submitted plans, so a pre-inspection walkthrough with the fit-out contractor can help catch these before the official visit.

Certain activities, such as restaurants with commercial kitchens, warehouses storing regulated materials, or venues with large public capacity, face stricter requirements and may need periodic re-inspection even after the initial approval is granted.
