An empty LMS is the most common outcome of buying one. The platform is the easy purchase; the courses are unpaid work someone must do. Start by recording what already happens — the onboarding walkthrough someone gives live every month is your first course, captured once. Ten short real lessons beat a beautiful empty library. If nobody will own content creation, do not buy the platform yet.
