Dubai has abundant taxis and a functioning metro, so an airport transfer is not always necessary. It earns its cost in four situations: you land after midnight, you are travelling with small children and a lot of luggage, your group needs more than one vehicle, or you simply do not want to negotiate anything after a long flight.
Pre-booked transfers are point-to-point with a driver meeting you in arrivals holding a name board — the fixed price is agreed in advance and does not move with traffic.
Hourly chauffeur and limousine hire is a different product: the car stays with you for a block of time, waits while you stop, and suits a day of scattered appointments or a special occasion rather than a simple A-to-B run.
