Business License Suspension and Reactivation Process in Dubai

A trade license suspension is distinct from a license simply expiring: suspension is a punitive action taken by MOHRE or another regulatory authority in response to a specific compliance violation, most commonly Wages Protection System non-compliance, inadequate labour accommodation, or misuse of government system access, rather than the routine result of a missed annual renewal.

Under Ministerial Resolution No. 543 of 2022, MOHRE can suspend an establishment's ability to obtain new work permits for a defined period tied to the specific violation involved, sending formal notice to the establishment's owner explaining the reason for the suspension. This is different from an individual worker-level issue, like an absconding report or a single labour complaint, which is handled separately and doesn't necessarily block the entire establishment's ability to process new permits the way a formal establishment-level suspension does. A company under this kind of suspension can still hold a valid, unexpired trade license while being entirely unable to sponsor new employees until the suspension is lifted.

Lifting a suspension generally requires directly addressing the underlying violation, clearing overdue wages if the issue was WPS non-compliance, correcting labour accommodation standards if that was the trigger, and then following up with MOHRE to confirm the violation has been resolved and request that the restriction be lifted. Unlike a straightforward license renewal, there's no fixed fee schedule for lifting a suspension, since the process centers on demonstrating the underlying issue has genuinely been fixed rather than simply paying a fee.

For companies facing repeated or unexplained delays in work permit processing, checking directly with MOHRE (or asking a PRO to check) whether a suspension notice has actually been issued is a useful diagnostic step, since suspension notices are sent to the establishment owner and can sometimes go unnoticed amid other correspondence, leaving HR teams puzzled by rejected applications without realizing the underlying cause is a company-wide restriction rather than an issue with any individual application itself.
