ESMA Product Registration: UAE Standards Compliance for Importers

The Emirates Authority for Standardization and Metrology (ESMA) sets and enforces product conformity standards for a wide range of goods sold in the UAE, and importers bringing regulated product categories into the country generally need to register those products and demonstrate compliance with applicable UAE technical regulations before they can be legally sold.

Product categories subject to ESMA regulation include electrical and electronic equipment, toys, cosmetics, certain food products, and construction materials, among others, each governed by its own specific technical regulation setting out safety, labelling, and performance requirements the product needs to meet. For many regulated categories, compliance is demonstrated through the Emirates Conformity Assessment Scheme (ECAS), which requires product testing by an accredited laboratory and certification confirming the product meets the relevant UAE technical regulation before an Emirates Quality Mark or equivalent certification can be obtained.

The registration process typically involves submitting product specifications, test reports from an ESMA-recognized laboratory, and manufacturer or importer declarations through ESMA's online registration platform, with the specific documentation and testing requirements varying considerably depending on the product category and its associated risk level. Products found non-compliant during customs inspection or market surveillance can be blocked from import, recalled from sale, or subject to fines, making pre-import registration considerably less costly than dealing with a rejected shipment at the port.

Because ESMA periodically updates technical regulations and adds new product categories to mandatory registration requirements as UAE standards continue to align more closely with international frameworks, importers bringing new product lines into the UAE should check current ESMA registration requirements for their specific product category before finalizing shipments, rather than relying on requirements that applied to a previous shipment of a similar but not identical product.
