Establishment Card Services in Dubai: What Businesses Need to Know

An establishment card is the official registration that links a company to both the immigration system and the labour system, and for a mainland business in Dubai, two separate versions of this card actually exist: one issued by GDRFA for immigration purposes, and a parallel one maintained by MOHRE for labour purposes. Both need to be active and in good standing for a company to sponsor employees, apply for work permits, or process any visa-related transaction at all.

The GDRFA establishment card registers a company within Dubai's immigration database and assigns it a unique establishment number, which is used for every entry permit and residence visa application submitted on behalf of the company's employees and their dependents. The MOHRE side, sometimes referred to as the company's labour file, registers the business within the federal labour system and is what allows work permits and labour contracts to be issued in the first place. Because MOHRE requires a copy of the GDRFA establishment card as part of its own documentation, the GDRFA registration generally needs to be completed first, with the MOHRE file following once that's in place.

Renewal for both cards typically needs to happen annually, and requires a currently valid trade license, since the system cross-references license validity in real time; submitting a renewal application while the trade license itself is expired is one of the most frequent causes of rejection. A mismatched company name between the trade license and the immigration file is another common trigger for a system block, generally requiring a formal amendment before renewal can proceed.

The consequences of letting either establishment card lapse extend well beyond a single transaction: MOHRE can suspend a company's entire labour file, blocking all work permit and labour contract activity, while GDRFA can block visa applications and renewals for the company's entire employee base, not just for whichever specific case triggered attention to the issue. Given how much company-wide activity depends on both cards staying current, most businesses treat establishment card renewal as a compliance priority that sits alongside, rather than after, their annual trade license renewal.
