Industrial License Requirements in the UAE: Warehousing and Manufacturing Activities

An industrial license is required for businesses engaged in manufacturing, assembly, processing, or packaging of goods in the UAE, and it carries a distinct set of approval requirements compared to a standard commercial or professional license, largely because industrial activities involve physical production processes that authorities need to assess for safety, environmental impact, and zoning compliance.

Beyond the standard trade name reservation and initial approval steps, industrial license applicants typically need approval from the relevant emirate's Ministry of Industry and Advanced Technology or equivalent industrial development authority, which reviews the proposed manufacturing process, machinery, and expected output. Environmental approval is often required as well, particularly for activities involving chemicals, emissions, or waste generation, and this typically involves a separate submission to the local environment authority alongside the standard licensing process.

The physical premises requirements are also stricter than for a typical office-based license: industrial activities generally need to be located in designated industrial zones rather than commercial office buildings, and the specific warehouse or factory unit needs Civil Defence approval covering fire safety systems suited to industrial operations, which can differ significantly from office fire safety requirements given the presence of machinery and stored materials.

Free zones with dedicated industrial and logistics parks, such as those attached to JAFZA or KEZAD, are a common route for industrial licensing since they offer purpose-built warehouse and factory units already zoned and often pre-approved for industrial use, which can shortcut some of the site-specific approval steps needed for a standalone mainland industrial unit. Because industrial approval processes involve several government bodies beyond the standard licensing authority, and requirements vary based on the specific manufacturing process involved, getting an early consultation with the relevant industrial authority before committing to a site is generally worthwhile.
