Choosing the correct UAE trade license category matters considerably more than it might first appear, since the license type determines what activities a business can legally perform, which approvals are required, and in some cases, what ownership and structural options are even available, making this one of the first and most consequential decisions in the entire setup process.

A Commercial License covers businesses engaged in buying and selling goods, trading companies, import/export firms, and retail outlets, and generally supports the widest range of standard business activities across sectors like textiles, electronics, food, and construction materials. A Professional License, by contrast, covers service-based businesses, consultancies, IT services, law firms, accounting practices, marketing agencies, and similar knowledge-based work, and typically carries no minimum capital requirement, making it the most accessible license category for solo consultants and small service firms, though mainland professional licenses do require appointing a Local Service Agent even where 100% foreign ownership is otherwise permitted.

An Industrial License authorizes manufacturing, production, and assembly operations, and is generally the most expensive and involved category to obtain, requiring approved warehouse or factory space and additional sector-specific approvals depending on what's actually being manufactured. A Tourism License covers travel agencies, tour operators, and hospitality-adjacent activities, generally requiring an approved business plan outlining target market and services alongside standard licensing documents. Beyond these four core categories, a Craftsmanship License exists specifically for skilled tradespeople (construction and similar hands-on trades), notably allowing 100% ownership without requiring an employment visa sponsor, while a Healthcare Facility License applies specifically to clinics, medical centers, and pharmacies, requiring health authority review of staff qualifications and facility standards before approval. Given how selecting the wrong license category, or the wrong specific activity code within a category, can lead to application rejection or operational restrictions discovered only after the business is already running, founders should confirm their exact intended activities against the relevant authority's classification system before applying rather than choosing based on a general sense of which category "sounds right" for their business.
