"NOC" comes up constantly in the UAE — for visas, driving licences, bank accounts, even changing jobs. But an NOC isn't one fixed document; it's a formal letter of consent whose exact wording depends entirely on what it's being used for.
What is a No Objection Certificate?
An NOC is a letter stating that a person or entity has no objection to something happening. The two most common UAE contexts:
- Personal sponsorship — a family member consenting to sponsor someone's visa
- Employer consent — a company consenting to an employee's driving licence application, bank account, or a partner's role in a separate business activity
Who signs it?
Whoever is giving the "no objection." For a personal NOC — sponsoring a family member, for instance — that's the sponsor themselves. For an employment-related NOC, it's usually an HR manager or company owner with signing authority.
What the letter needs to include
- Issuer's name and address (company or individual), with a trade licence or Emirates ID reference where relevant
- Applicant's name and their relationship or role to the issuer
- A clear statement of what the issuer has no objection to
- Date and signatory name/title
The middle section — the actual reason — is where most NOC letters go wrong. A vague "no objection to the above matter" invites questions from whoever receives it. Naming the specific purpose (visa sponsorship, driving licence application, bank account opening) up front avoids that back-and-forth.
Does it need notarisation?
It depends on the purpose and the receiving authority. Some government departments accept a company-stamped letter as-is; others — particularly for legal or property matters — may require notarisation. Check the specific requirement with whoever is asking for the NOC before assuming a plain letter is sufficient.
